Chris Grayling, the Transport Secretary, has made a name for making people angry, not excited, about the railways. But last March he did something that caught the eye of those desperate for change on the trains.

“I am certain that there are other opportunities nationwide for third parties to work with government to improve the railway,” he told Parliament.
